It depends on whether your home is inside city limits. Brevard has 16 incorporated cities and towns, such as Melbourne, Palm Bay, Titusville, Cocoa Beach and Satellite Beach, and each runs its own permitting. Unincorporated communities, including Merritt Island, Viera, Suntree, Port St. John and Mims, are permitted by Brevard County in Viera. Sebastian, just south of the county line, is in Indian River County. Check your parcel on the Brevard County Property Appraiser site, then see our Brevard permit guide.
The Florida Building Code, 8th Edition (2023) has been in effect statewide since December 31, 2023. Many Brevard homes are older than the statewide code itself, which first took effect on March 1, 2002, and the median home in the county was built in 1987 (U.S. Census Bureau, ACS 2019-2023 5-year, table B25035). That is why remodels here often include bringing openings, wiring or plumbing up to current code, and why exterior windows, doors and shutters must carry Florida Product Approval.
Atlantic hurricane season runs June 1 through November 30 (NOAA National Hurricane Center), and summer adds daily afternoon storms. Exterior work such as windows, roof tie-ins, screen enclosures and pavers is easiest to keep on schedule outside the peak months, and impact-rated openings in the wind-borne debris region defined in the Florida Building Code are a common pre-season upgrade. If work runs into the season, ask how open walls and roof tie-ins will be secured when a storm watch is issued.
A written scope, price and payment schedule tied to inspected milestones, plus two items Florida law sets. Contracts over $2,500 must include the Florida Homeowners' Construction Recovery Fund notice (section 489.1425), and a contractor who takes a deposit over 10 percent must apply for permits within 30 days and start work within 90 days after they are issued (section 489.126, Florida Statutes). You can verify any contractor's license yourself on the DBPR license lookup.
Common Questions
ELSO Contracting serves Melbourne, Palm Bay, Viera, Cocoa Beach, Merritt Island, Rockledge, Satellite Beach, Indialantic and the rest of Brevard County, Florida, from its base in Melbourne. That covers barrier-island beach towns, where salt air and hurricane code shape material choices, and inland communities, where older housing stock often needs electrical and plumbing updates during a remodel.
Yes. ELSO Contracting carries full general liability insurance and workers compensation coverage on every project, and all work is completed to Florida Building Code with the required permits and inspections. Before you sign with any contractor, ask for the license number and certificates of insurance, and check the license on the Florida DBPR lookup at myfloridalicense.com.
ELSO offers kitchen remodeling, bathroom remodeling, flooring installation, outdoor kitchens, pavers and hardscaping, screen enclosures, impact windows and doors, painting, garage conversions and commercial renovation. Each service is available across Brevard County, and one project can combine several of them, such as a kitchen remodel with new flooring and impact windows, under a single project manager.
A full kitchen remodel in Brevard County typically takes 14 to 22 weeks from contract to a finished, cookable kitchen, including design, permits, cabinet lead times, and inspections. We publish a realistic week-by-week timeline and lock all selections before demolition so the schedule holds.
Most structural, electrical, and plumbing work requires a Brevard County permit. ELSO Contracting can manage the full permit process - applications, scheduling, and inspections - and confirms exactly what your project requires before work begins. Purely cosmetic work, such as painting, often needs no permit, while moving walls, adding circuits or relocating plumbing does.
